George Shapter (left), former City Manager and Donald W. Horch (right), are pictured as Horch was appointed as Director of Finance for the City of Worthington. Donald Horch (b. 1917, d. 1985) served in city government for thirty years, first elected to the Village Council in 1949. Prior to being named Director of Finance by City Council he worked as City Clerk, Clerk of Building Inspection, and Clerk of Council. George Shapter served as City Manager 1967-1973.
